L7 kicker or pioneer premiere for sq? for spl?

L7 by far. You may not get the best sound quality but it sure will pound the hell out of your car. I'm sure you will enjoy it.
 
For spl do the kicker. Both will kick hard, but I think the kicker gets this one. For sq the pioneer. I personally wouldn't pick either. I've recently installed a 12" Type - R in a box I built and It's sounding better than both of the subs you've listed, and i've heard both first hand.
