kawasaki ultra 150 clicks when attempting to start?

i have a 1999 ultra 150 and when i atempt to start it the jet ski only clicks. the clicking is coming from the starter relay switch that is located in the rear electrical box. I traced the red wire, not the one coming from the battery, to the starter. when i touch the starter it is pretty warm. do you think it's the starter or starter relay. and what kind of test can i do on it? when i had the electrical box opened it did attempt to start once so i'm hoping it's not the starter because i read in the manual that you have to take the engine out so that sounds like a whole lot of money just to get it fixxed. please help!!!
before i figured out where the clicking was from i thought it was just the battery so i bought a brand new one. i added this after the first reply due to me not making sure everyone was aware of this.
