its been over 28 days, when will my courtesy notice arrive forJaywalking ticket?

i got a jaywalking ticket on april 28, when i try to pay the ticket by phone or online its tells me "the
record was not found" why? i havent even received the courtesy notice yet.

Also the cop marked my jaywalking as a MISDEAMENOR when its really an infraction right?

this happened in Norwalk, California.
