Is there a midi interface or chip set to encode seperate key contacts?

Looking to convert older keyboards (such as an organ pedal board) to have a midi output.
I am competent with electronics to do chip level wiring if it requires that or just to connect to an interface box that can take raw key closures to create the midi stream.
