Is there a kicker in 2 pair at pokeR?

My cousins and I were playing poker and i went all in with like 10 9 . Two of my cousins went all in too one with A Q and the other with 9 7. The board card were J J 8 8 3.
Who wins the pot and when do we consider a kicker in two pair ? I really cant understand it!
 
yes there is a kicker, the person that had the A would of won with the A being the highest kicker.

the way it works, is the best 5 card hand wins. Therefor the 9's and 7's with the A kicker wins.
