Is it possible that some people can't be educated no matter how much money

is thrown at them? I see that inner cities get way more funding than rural schools and the results are dismal. What do they want 1 teacher for every 1 student, as if that would even help? Why not have a study on this and stop wasting money? Money isn't the problem and I think neither is their environment they live in. Either a moron or not, money can't change that. In my Navy days we would have classes on the F-14 "Tom Cat" every Thursday, very simple, just sit there for 2 hours and take a test on what you were just TOLD, if you failed had to go in on Saturday for a makeup test, seems the only ones that failed were of a certain ethnic group and they cried "racist" so they fixed that by doing away with the training. How can that be? Same everything, pay, food housing, ETC.
 
The US spends more per student on education, than every country on earth, other than the Netherlands.

The US spends 40% more per student than the #3 and 4 countries, -- Canada and France.

So obviously funding is not the issue.
