Is it by birth and culture that Españols are RUDE and PROUD people?

Españols wants different people of different race living in Spain to speak Spanish because they HATE English so much. Can I suggest they withdraw from the European Union--the Schengen States, screen all tourist and stop bidding for the Olympics 2016! Because they want the Olympics in Spanish for heaven's sakes!

well duh, if they livie in spain they must speak spanish, if you live in japan u must speak japanese if u live in britain u must speak english, its only common sense
not everybody has to speak english dont expect english service in everything

Yes, I would love to speak Spanish to some of them, but how do you say dumb*** in Spanish. They are a rude class of people and I hope that they do not get the Olympics held there, especially for what the basketball team did when it was in China. Spanish people need a lession in good manners and behavior.

Actually, having lived in Spain, I know that many [especially young] Spaniards love finding people with whom they can practice their English skills. Yes they are proud people, but I see that as a positive rather than a negative

I think the root of the problem comes because Spain has had an influx of English people who come to live there [mostly along the coastlines] because of the weather, culture, etc. Unfortunately it seems to be that a small yet visible percentage of these people do not want to learn Spanish or better integrate themselves into life in their host country. Think of it....how different is this from Americans or Britons who think immigrants should learn English and integrate themselves more into the society at large? Not much, really.

I'm English. Having said that, i have to say that Spanish is the most widely spoken international language after ours, the difference being that it tends to be spoken by poorer people and is therefore given an unfairly low priority. This sounds like a great idea to me, sorry. English and French are mainly the languages of the rich.
