...people? i was watching a cops show and they were chasing a suspect and the cop on the radio described his appearance as "hispanic"

my understanding is that hispanic refers to culture so if you speak spanish mainly and are roman catholic then yes you are hispanic regardless of race so why is hispanic commonly used to refer to mixed looking/'brown' ppl?
 
According to the US government, it could be any race, apparently. So it is a culture then.
