What always gets me in these Y!A Qs is that the guy is *OUTRAGED*. Why the f*ck would anyone care? There are loads of things to get outraged about today, just turn on the TV/look in a newspaper. And this dude gets outraged because he can't get his bon*r off and you take this seriously?
Unless he is your boss, how about responding like so:
"Ha ha ha. I congratulate you on asking me for a sh*g as though I'm some sort of sl*g. I'm not interested and that would be that. But since you've spat the dummy out I wouldn't sh*g you if you were the last man on earth. There's plenty to get upset about in life and you choose this? F*ck you you tiny piece of sh*t"
Sounds about right to me.
However, wrt perverse comments, one thing I notice is that women often dress up like sl*gs in the workplace but for some reason don't want any of the results of such dressing up. If you do the same, then that's why you get perverse comments in the workplace. Perhaps you should do something about that too, like wear more.
