Athens was culturally rich because they valued intellectual/artistic skills. They were liberal and open to new ideas. They established many trade routes, so along with their openness, Athens became a city of great diversity and very culturally rich. SOme famous people are Aristotle, Democritus, Socrates, Plato.
Sparta was a military state, thus being very conservative. From childhood, they trained men to be soldiers, and were ruled by an oligarchy.
Athens would be culturally superior to Sparta.
