The Ryan proposal for one looks to privatize medicare.

Bush and Republicans learned from the whole push to privatize social security debacle they engaged during the early 2000's. The only way to get those sorts of programs off the government books is to force the issue. The tax cuts in 2001 and 2003 weren't about "job creation" and all that jazz. Even the Bush staff from then will tell you they knew when they enacted them, that they'd be impossible to get rid of. That was the point, reduce revenues so that reduction in the size of government became forced.

Now instead of talking about small changes to medicare/SS/etc. We're talking about large scale comprehensive reform to reduce the burden of those programs.

And it's effective.

This wasn't a budget. They just saved about 1.8 trillion dollars of the projected 10 trillion dollars in debt over the next 10 years. The "debt ceiling" has always been raised, it's just this time the politicians decided to play a game of it.
