If God doesn't want us to sin then why did he give us the ability to do so?

And if any of you are tempted to answer with a variant on "he gave us free will" then answer this: why did he deny us the ability to fly? Why didn't he give us flight and let us decide whether to use it or not? How is denying flight any different to denying sin?
