It might just crack 100 mph flat out and lying on the tank, but I doubt it as it may well be too heavy, if you can do that with those awful bars. Looks like a chopper that has had the forks bent back up nearer to straight up and this has angled the rest of the bike downwards from the front. Like it has run into the back of a bus.
How good the bike would be would depend on what you want or expect from it. I would not touch it with a very long barge pole but that is not to say some folks might like it.
