I saw something peculiar yesterday a P3 Orion was flying in circles in clear skies. HAARP TECHNOLOGY?

OK yesterday it was totally cloudy everywhere except the area where this Plane was flying in Circles. maybe a 20 mile round circle and inside the circle it was totally clear and sunny? Was this the top secret HAARP technology
