I need help with Thumbplay for ringtones?

WWE ringtones is powered by thumbplay and theres this ring tone that is $2.99 and it says i can do a $9.99 subscription a month and thing one time purchase which is $2.99..do i need an account to download the one time purchase or can i just download it one time and have it be charged to my phone bill..and if i do it will i be charged monthly for the one time purchase..also do i need an account to make the one time purchase
