correction..
once you are in 3.1.3 and in new boot, you cant downgrade it again in 3.1.2 unless you have save your shsh before in 3.1.2..

Hi well it finally worked after few tries , just installed previous version of i tunes and ran it in compat mode nt , which worked fine . So if anyone else has the same problem just keep trying it will work , thanks for all advice given .

try to restore via itunes still firmware 3.1.2..
then try to jailbreak again..
or use redsn0w-win_0.9.4 for no error.
