How to dress in Beijing at the end of December/ beginning of January?

I'll be visiting/touring Beijing from Dec 28-Jan 9. I'm from San Francisco. When I say it's cold outside, it's usually about 50 degrees Fahrenheit. I've looked up the weather in Beijing, and it's expected to be in the 20's (F). Should I anticipate constant snowfall and/or rain? Can I plan on wearing walking shoes everyday, or do I need to buy snow boots? I might sound like I can't handle the cold, but I think it's worthy to mention that I just bought a down coat/gloves/wool socks. Any other clothing pieces recommendations will be greatly appreciated.

Also, if anyone has been there on new year's (Jan 1, not Chinese New Years), can you tell me what kind, if any, celebration the city does?
