How much would it cost to lower a 2008 kawasaki ninja 250?

okay i went to a dealer and sat on some bikes. im short about 5'1" and at first i sat on a 2008 250 ninja and i couldnt touch the ground. then sat on a 2006 250 ninja and i could touch the ground tip-toeing it. the seat height of a 2006 is (29.3 inches) and the seat height of a 2008 is (30.5 inches)..

if i got the 2008 lowered 2 inches then could i fit on it better then just tip-toeing it?
and how much would it cost for a lowering kit for a 2008?
 
There is a lowering kit that lowers the rear shock mount by 2" ($20)
Easy to put on, Place bike on center Stand and remove the shock from the swing arm mount. Put the lowering kit in place leaning forward. Attach the shocks to the lowering kit.
Move to the front forks, loosen the clamps holding the fork tubes and measure the distance you slide the forks up, lowering the frame by 2" Both sides must be the same height. Tighten the clamps
Easy to do and it teaches you a little about mechanical repairs.
