Actually, they should learn English before they start school. The toddler years are a very good age to learn a language, or even two. They retain that knowledge better than older kids and adults.
And if they're spending time and money teaching them English, what classes are they letting slide so the kid can learn to speak the language? Don't these people want to give their kids a head start or do they expect us to do it all for them?
I say kick them out. Let them come here legally and learn the language before they suck up more resources.
