Right to be educated? Not hardly! You have the reasonable expectation of the opportunity to obtain an education. That is, after all, what much of your tax money is supposed to go to. But nobody has the right to be educated.
It depends on the public service you are talking about. Police have to work in the schools because educators are no longer allowed to discipline the kids. The educators themselves have grown so lax at their work that they are barely performing and many should be replaced if they cannot learn better ethics and techniques. Otherwise, not all that much is affected.
