How do you wire a head unit to an eq without using an amp?

I have a Kenwood KC-138 and a soundstorm s7eq. I have the signal outputs from the head unit wired to the high -level inputs of the eq and the outputs from the eq wired to the wiring harness into the car. When I turn on the head unit, the eq comes on as well and shows signal on the graphic display as the radio is on. The problem is that only when I turn up the volume on the head unit do you hear any sound from the speakers. The sound is distorted, consistent with the peaking displayed on the eq, only you can barely hear it. The output voltage on the head unit is 2V; the input voltage listed for the high-level inputs is 4v; and the output listed for the eq is 1.5v. What do I need to change, or do I need to get an amplifier?
