How could a judge tell where a property line is by looking at pictures, wouldn't...

If there is a property dispute between neighbors and the surveyor has been out and marked the property line but there is still a dispute with the neigbor and the neighbor has a lot of stuff planted there like trees, rose bushes, shrubs, all sorts of plants, and there were pictures taken and it has gone to court, how can the judge make a decision just by looking at the pictures, wouldn't he have to actually come out and see for himself and measure, etc? Can a contractor or anyone please answer and explain why or why not or how a judge or anyone else could tell by a picture if the trees are on the property line or a couple inches over onto the other person's property? And if it is impossible to tell by a picture, then why is it this is the way the case is to be decided, by a judge looking at some pictures. Thank you.
 
Assuming the surveyor was legally certified to do the survey and he marked the property line correctly then that should be the end of the story.

The only person qualified to determine the location of the trees or other items relative to the property line would be the surveyor. He should be able to testify in court as to the placement.
