how can you get ringtones on your phone over the internet?

I wanted to try to get ringtones on my phone from the internet but i'm having some problems

first off i don't want to pay for any monthly or even one-time fees
i don't have a working usb cable to use to get downloaded music onto my phone from the computer so i'd need the sound file sent directly to the phone
anywhere i go that lets me get it for free sends me a link that requires me to have internet access on my phone to go to the link and download the music- but i don't have internet on my phone

any suggestions? places that let me do this??
