How can a Federal type of Government, as opposed to a Unitary one, affect

society and culture in a country? What if the USA would have a Unitary (Central) type of government?
or the Philippines having a Federal Type of Government instead? How will a change in type of government affect SOCIOCULTURAL atmosphere?
 
Wow what an interesting question. I would imagine that having a unitary system could potentially reduce the incentive for people to find local answers to their problems. Probably not a terrible problem for smaller countries, but for the US it could seriously hamper our ability to distribute resources. As a result, if you look at some countries that have this problem, Americans might begin to rely on the informal economy more, which could promote organized crime. I am not really sure about the Philippines' case, as I don't know much about the sociocultural atmosphere there, but I might venture to guess that the opposite would be true.
