Hoping to study abroad in Prague and Buenos Aires... which semester should I do...

...for each?Weather/culture wise? I would be going for the 09-10 scholastic year, a semester in each place. Advice on which place I should go for Fall semester? Spring semester? Depending on weather, culture, etc etc. Thanks!
