I really like Tom Ruegger's work on Tiny Toons, Animaniacs, Histeria, and Yogi's Treasure Hunt. And how his 3 sons help out with voicework.

Sherri Stoner who writes for Tiny Toons, Animaniacs, and Casper and also provides the voice of Slappy Squirrel.
Savage Steve Holland and Bill Kopp who created and written almost every episode of Eek the Cat and provide voices. I also like Bill's work on Mad Jack the Pirate and Tom and Jerry, the Fast and the Furry. Bill and Savage seem to know how to write funny stuff.
Doug Langdale who wrote for Earthworm Jim and Dave the Barbarian. I can usually recognize his style of humor.
