First I'd choose Mickey's Christmas Carol. Premiered theatrically in 1983 with a reissue of The Rescuers. I have a VHS recording of its NBC television premiere in 1984, a few weeks before CBS premiered the George C. Scott version (incidentally, the CBS segments of that recording has the promos for that version). Anyway, highlights include the titles song, Mickey's Cratchit weeping for his dead son, Scrooge falling into the coffin from hell, and the tearful ending.
Second would be the 1971 Richard Williams version, with its brilliant renderings of the story and Victorian England (with Alistair Sim and Michael Hordern reprising their live-action 1951 roles of Scrooge and Marley).
Third is Mister Magoo, with its Jule Styne/Bob Merrill songs ("I'm all alone in the world", "Winter was Warm", and "We're despicable!"). Wonder what it would be like if Babs Streisand's song "People" was not rejected for this film?
The 2001 The Movie with Simon Callow and Nicholas Cage is worth mentioning, if nothing more than the Kate Winslet's song "What if?"
