Dress boots - return or have adjusted?

I just bought a pair of Devon Aire Nouvelle dress boots. I wanted a lower to mid-priced leather boot to school in that was on the cheaper side; these fit the bill. I read reviews online that people seemed to like them but a few people said they run small, so I ordered 1 size up from what I normally wear. I have big calves so I got the wide calves and thought I was safe.

Til I tried them on. OMG - the right boot about decapitated my leg. This isn't my first pair of tall boots so I realize they are going to be tight at first, but these were awful. I didn't even have breeches on yet, I just used stockings.

So now I don't know whether to mess with shipping them back, getting them stretched to see if that helps, or getting gussets put in. The company I ordered them from sells them for $150, I got them for around $100. There was a special on shipping, so I only paid $4 for that.

I should add I've taken them to the local shoe repair man already and he said they are cheap quality and he'd send them back, but he'll try to stretch them or do the gussets if I want. He said he doubts they'll stretch cause the leather's so tough. He didn't quote me on the stretching but he said gussets will run between $25 and $45 per boot.

I should also add that while I own a horse, she's been retired for 4 years and I haven't ridden much over those 4 years since. I'm very out of shape. Perhaps my leg muscles will tighten back up to where this will be a non-issue.

I always thought Devon Aire was a decent brand. Thoughts? I'm leaning toward exercising my legs and having the gussets put in if that doesn't work so I don't have to mess with returning them, but I don't know if I'll really get ripped doing that by potentially paying up to an extra $90 fir them. Like I said these are just to school in, if they were for show I'd probably have gotten Ariats or saved for a custom pair.

Thanks!
Before some asks no, I'm not pulling my retiree out to school - I'm thinking of taking lessons to get back into shape and maybe in a few years investing in horse #2. thanks!
