Sometimes yes, sometimes no.
Crime is committed in most cases because the person doesn't care about the consequences, doesn't understand the consequences, or believes they can get away with it and avoid the consequences.
Sometimes, but very rarely, crimes are committed out of necessity. Like a bum trying to mug someone because they have no money, no food, no shelter, haven't eaten in three days, so it is now or never. Their primal instincts for survival takes hold.
Very rarely does the primal instinct actually kick in. It is usually more of a mental hunger that drives people do commit crimes in that nature.
So while I don't think poverty creates criminals, it may create people who have survival higher on the list. If its a choice between food or helping a stranger? They will be selfish and choose food. If they had the choice of stabbing someone for a piece of bread or going hungry? That is based on morals. Just because you are poor and hungry, doesn't mean you will automatically toss laws to the wind and do what it takes. Some people would mug someone for bread, but cause no permanent damage. Those who choose to do more permanent things, can be rich or poor.
