Do you have to live in the U.S. to get ringtones sent to ur phone?

I live in Costa Rica, and I want these ringtones sent to my cell phone, cause their songs from the states. lol
But, I was wondering, if I find the ringtone I want, can I text it to my phone, or do I have to live in a certain area to recieve it?? Or are they all the same?
