Do you have to be in the top 5% of your graduating class to be accepted into MSU honors?

I'm about to be a high school junior, and I have an unweighted GPA of 3.9. As for honors/AP classes, (my school day is only 5 periods long), so far I've taken Honors Geometry, Honors Advanced Algebra, and AP US history (I received a 5). I'm ranked in the top 15%, because my school's SUPER competitive (top in the state...I think the valedictorian has a 4.3 unweighted). I plan on taking many more APs my junior and senior year. I'm the treasurer and historian of my school's chapter of FCCLA, in Link Crew, and SADD. I volunteer in my church's nursery regularly. I'm a varsity cheerleader, and plan on rowing crew my junior and senior years. Haven't taken the ACT yet though, but the pre-act plan test gave me a 31. Do I have a chance??

PREFERABLY FROM SOMEONE WITH EXPERIENCE: Will not being in the top 5% kill my chances?
