Do freshwater puffer fish sleep?

I have 2 freshwater puffer fish, a spotted one and a figure eight. When I shut off the lights, they both go down to the bottom of their tank and stay on the gravel. Are they sleeping?
 
Yes, Fish do not have eye lids so you can't really tell. But if they don't swim and at the bottom that means they are asleep.

when your fish goes to the bottom it is resting not sleeping. fish cant sleep because they need to keep water moving over their gills to get oxygen.
