During the day, most "smart" fish, (older wiser bass, big bluegills, crappie, catfish, carp, etc.) move to the deeper end, in and around lilly pads, floating docks, etc. but you will still see lots of small bluegills and dink Largemouth's in water 1-2' deep. These fish won't actively feed. To even catch bass during the day, PERIOD, is to use SLOW moving baits, such as Texas rigged worms, jigs, or a soft jerk-bait.
A good 7" plastic worm, Texas rigged with a 1/4 OZ bullet weight, pounded through matted Hydrilla will catch a lot of those lazy summer bass.
