You need to do a little research about motorcycles...
Do you want a dirt bike or a street bike? Two very different things. You can get a decent used dirt bike and ride the trails but that same bike is not going to be legal to ride on the street.
You do not need insurance for a dirt bike unless you are going on state property, and then it isn't insurance, just an off road state park vehicle permit.
You also say you don't want to take this too seriously... but you want to be able to go 80 mpr. That sounds pretty serious to me!
I don't think you are anywhere near ready for street riding! Take a motorcycle safety course before you get on any bike.
