If I had a dollar for every time I've heard this...
Here's the story behind that: originally, there was going to be a Static/Titans crossover episode of Static Shock. However, the project was scrapped because had it occurred, the episode would've aired before the premiere of Teen Titans on Cartoon Network, so the producer nixed the idea and went with a Static/Justice League crossover ep ("A League of Their Own") instead.
There was only one episode of JLU which depicted Supergirl and the Legion ("Far from Home"), and the idea that they were originally going to go with Supergirl in the front to coincide with that epispde was just a rumor, I believe. It is true that Superman was placed at the forefront of the LoS series partly to coincicde with Superman Returns; it was likely also so there'd be a big recognizable named character for audiences not familiar with the Legion cast to glom onto. Superman served the same function on Legion of Super Heroes that Robin did in Teen Titans and Batman does in The Brave and the Bold: that of a big draw to serve as an anchor to bring in audiences and introduce them to the 'new' lesser-known characters and universe.
