Car question... Please help me figure this one out.?

I have a 2002 Pontiac Grand Prix SE. I am having some heating a cooling problem. When I put the key in the switch and turn my fan switch to 5 it will blow, Then when I crank the car sometimes it stops blowing and sometimes it will continue to blow. However as soon as I turn it off of 5 it stops blowing all together. Also, When the heat/air will blow, my daytime running lights will not come on, but if it is not blowing the daytime running light will come on. I am at a loss of ideas for this one. We have tried a new resistor and also new relays and it has not fixed it yet. Does anyone know what this may be and how much it will cost to fix??? Also I need a Tag light Bracket. The part that holds the tag light in place. My broke and so I have no tag light. Where can I get one and what is the proper term for the part??? Thanks.
 
it should turn off when you start your car,
cars do that so it can use all of the batterys energy to crank the car,
