Car Audio Constant Speaker Static? Please Help!?

I need to troubleshoot. When I turn my car on (power is given to my JL Audio 300/4 amp) it emits static to the speakers. Even if I have the radio off (the amp is not "on") the speakers emit a constant static/buzzing noise. What could the problem be? The only way the speakers would make any noise is if a signal was beings sent to it from the amp. I checked ground connections and they are solid/secure. They are grounded close by in spots where other things in my car are grounded. I really don't know what the problem is besides the amp...It sounds great when turned up loud, but at low volumes/with the radio off this static is driving me crazy.

Would it be worth my while to find a bolt on the body, scrape the paint off, and ground both of my amps here as opposed to where they are now (sharing ground with (e) car electronics) ? In the past I've always grounded to the chassis but this seemed like an easier solution.
Well, I guess my best bet is to re-ground both amps to the chassis of my vehicle, and hope that the static goes away. IF it was normal for the car to emit noise like this through my speakers even when the amp is idle, I'd think I could find tons of info about it. Wish me luck
 
dude, truthfully if they are grounded properly and u made sure they were (your not going to like the answer) some cars do emit a slight hum noise but never static.
i have had installers work on cars and the same thing happened but the noise never really went away they could just make it lower. i will edit answer if i find out anything new.
