Can't install TomTom One Software ?

I installed TomTom One software and it downloaded the software it seemed correctly. Until a pop up box informed me that a new version was available, I clicked ok to download. The download starts and just when it's near complete it stops and a pop up box appears: Error says :HOMERuntime.exe failed with error 1058: The service be started, either because it is disabled or because it has no enable devices associated with it"? Any greatly appreciated.
