Can you see the star Rigel in the constellation Orion all year long in the sky from Florida?

Except for the 6 weeks to two or two and half months when Rigel and Orion are close to the Sun, you CAN see Rigel and Orion almost all year round. You can see it now if you stay up until or get up before 3:30 am tomorrow morning. Location in the NORTH hemisphere does not matter. When I was in Cali, Colombia for three months in fall, 1976, Orion was a lot further north in the sky than I was used to in New Orleans at 30 degrees N latitude, but it was there. Cali's latitude is around 2 degrees N.
