Can RCA level signals carry power to speakers with out and amp?

No RCA level signals are "pre-amp" signals and don't carry any power. You have to use an amplifier on the RCA's to get any power to the speakers.
 
yes and no, depends on what you are hooking up.

I believe to get the wattage you have to look at pre-amp output on your deck.

I wouldn't recommend it with subs, I don't think you will get as much power as you would hooking it up through the normal speaker wires.
