Can a person adopt another culture that is different from their own?

If not, what if a person does not know what culture they come from? Let's say you are African American but you dont know which country in Africa your ancestors came from, can you adopt a culture that may or may not necessarily be your own and thus consider yourself to be of that culture?
 
Yes they can, the whole point is making sure that baby, child or teen has a good home!!! I rather adopt within America not for culture reasons because my friend is African and we can relate its like were twins! But I want to adopt here in America because home is first and too many kids/teens here need homes for us to be going to a whole new country.
 
Sure. That's what colonization and co-opting others culture, dance, food, dress, speech patterns, hair styles, etc. is all about. We all borrow from one another.
