Can a halogen headlight bulb be a higher wattage then what the bulb claims it is?

I purchased these Nokya brand bulbs for my headlights and I had the shop(where i purchased the bulbs from) install them for me. I read various sources online that Nokya bulbs are high wattage bulbs! However, the man at the shop told me the bulbs are stock wattage. I took the bulbs out to see for myself and the bulbs do indeed state that they are 55/60 watts which are stock wattage. These bulbs are rated at 7500k temperature and are very bright! Seems to good to be true! Is it possible that although the bulbs have 55/60 watts engraved on them, that they are really higher wattage? Any suggestions or advce would be apreciated. thank you!
 
No they can not be higher, it would be illegal and i wouldn't worry about it. If anything does happen (ex; they blow, you blow a fuse... etc...) you can call the Company up and im sure u can work something out .
