Trust me, I know it sounRAB great, but contractionary policies are what drove the great depression, and more recently, Japan's 15 years of shit. Japan oscillated between expansionary/contractionary policies in the late 90s, erasing any progress in their economy. And that looks like the strategy we'll be pursuing for the foreseeable future.

It's all subjective, it's not like S&P has some unique insight that other market participants don't have. And there certainly aren't precise ratios of debt/GDP or any other metric that explicitly warrant a downgrade. It's all bullshit.
