Speaking for myself, this is not the case. But you and I may disagree on whether or not a company's actions were wrong. The flat comment that because a company agreed to a fine is not particularly proof they did something wrong. It is proof, at the minimum, that they felt it was not worth the cost of the fight.
I'll give you an example. If the IRS comes and insists you owe them $1,000.00, and give you reasons why, will you pay it? What if you actually know there is a reason you don't actually owe the money, but the functionary is being an asshole and refuses to listen. How far do you go to try and prove your point? To court? Where it will cost you at a minimum tens of thousands of dollars? Which is not refunded?
