I looked back at history, particularly at similar situations. An enemy who refused to surrender, would rather die for their beliefs than quit, would fight you to the death simply because of who you are.
There is a simple way of dealing with them.

You must bomb them until they cannot stomach the destruction anymore. Bomb them until they lose the will to fight.
Go in, write their new constitution and set up a government you can live with. Occupy for a few years to ensure stability. Leave and enjoy your progressive new neighbor.

It worked for Japan.
Look how well the Japanese are doing these days. They've been doing great around the world a mere 25-30 years after their new government was established.
