Well I was born in USSR but lived most of my life under Russia and no its not very individualistic because our parents were used to have their life pre-planned for them. The government assigned them a college to go to after school, then a university etc. There was no pressure to do well as you'd be guaranteed a job. The current generation has to make those hard decisions for themselves so its much more individualistic.
