Are these picture settings hard to do? (1024x768pixels, 72 ppi, etc)?

I am doing a portfolio for my NC State Application that consists of 10 "creative works" that I have done. We have to get a picture of them and make sure it has the following settings:
-1024x768 pixels(landscape) or 768x1024(portrait)
-72 ppi(pixels per inch)
-All pictures must be captured, made and/or manipulated in RGB color mode(i think that stands for Red/Green/Blue color mode, but idk how to do that..)
-Must be in JPEG file format (".jpg")

Also, it says when I save a picture as jpeg the "Image Options" should be "Quality 10" and the Format Options should be "Baseline Standard".. how do I do that?

Can I take a picture and save it as jpeg in Paint? or do I need to get Adobe photoshop?
