Anyone know about valves on a kawasaki ninja 250?

About a month ago, I took my 2003 Kawasaki Ninja 250 to the dealership to have the valves adjusted because it was idling high and thought that was the problem. When I got it back it was idling even higher.
Because the dealership is so expensive I took it to another shop. They said the problem was that the carbs were rusted, so they rebuilt the carbs then told me that the bike was still running bad and needed the head to be rebuilt. I felt like I was getting ripped off so I took it back to the dealership for a diagnostic.
Now I am being told that the problem is either that the valves are bent or that the head needs to be rebuilt/replaced. Am I getting ripped off or what is going on? If the valves being bent was the problem, wouldn't the dealership have fixed that when they adjusted the valves? I don't know much about bikes so I don't know if my bike is just beyond worth fixing or I am just getting ripped off. Thank you for any kind of help or insight you can offer.
