Any new suggestions for fine motor skills?

I have a five year old boy in my program who has a lot of trouble with fine motor skills. He still scribbles, can't write his name and only recently learned to hold a pencil properly. He refuses to do anything that he thinks might be the least bit difficult. I bought the Handwriting Without Tears program but he isn't ready for it.

I have exposed him to fine motor activities all his life. (He has been with my program since he was 10 weeks old) I gave him bubble wrap to pop and he like that, although it is a little hard for him and he lost interest fairly quickly. Playdoh and crayons/markers are available at all time. I really try to encourage him to do small motor activities but most of the time he is not interested. I know this is fairly common with boys but he seems to be more extreme than most. What can I do to get him more involved in fine motor skills.
