Alcohol culture in Russia (particularly Moscow and St Petersburg)?

I have studied about alcohol culture in the UK, costa del sol in southern Spain and much more, and I am interested about the alcoholism in Russia, as I hear Russia has a strong vodka culture and I would like to know about the drunkenness in late weekend nights in bars and nightclubs in Russian society. I have never visited Russia but I would like to ask something. In Russia, do police have lots of problems with drunken behaviour (especially among youths) in the street, for example, drunken fights, public order offenses, drink driving and binge drinking like you do in the UK or the Costa Del Sol, or is it completely different from that. Also what is the (driving under the influence) limit in Russia, what is the punishment for being drunk in a public place and how strict or lenient are police in Russia where drunkenness is concerned.
I know we have problems like this throughout the world, but I would like to get a realistic and graphic picture of Russia's situation with alcohol. Thank you very much for you information, I really am very grateful.
